FLIP FLOP Talking to Iran and Syria about Iraq?

Don't you have to be at war with someone to hang out the "white flag"? We not at war with either of these countries, and the talk is that we don't negotiate with terrorists, we do talk with governments. Plus it's a multinational summit. Although I wish they'd blast their a**es for Iran giving aid to insurgients and get Syria to hand over the WMDs that Saddam sent over there for them to hide.
