Do anyone know the regulation of airlines hub?

For example, A panger is on board Qantas flight enroute Sydney via Bangkok to Tokyo, but when transitting in Bangkok the penger transferred to another Qantas flight which enrouted from Adelaide to Moscow via Bangkok, because the penger were actually willing to go to Moscow. Bangkok is not the originating country of Qantas, Is this practice allowed?
