Do Muslims think that humans are just animalistic creatures with absolutely no self control?

The reason I say this is because Ive seen plenty of Muslims here saying things on why women should be covered over in the Hijab (or whatever they are called) and their excuse is modesty and I even saw one person say to deter molestation.
