Catholics: Should some people be banished from the Catholic church.?

My knowledge of the Catholic faith is limited, so forgive me for sounding so ignorant. Should certain people who damage the integrity of the Catholic church be banished? People like Robert Hanssen, who endanger the country by spying for the Soviets all the while promoting Catholicism in the FBI. Not to mention that priest who fondled the two boys, and all the others like him. I know i'm being hypocritical since I admit that I have had pre-marital before and i've commited all sorts of sins.
